The development of various sales laws in the United States should limit the use of the sales slip as a means of defrauding innocent people. The first of these was the Bills of Sale Act of 1854, repealed and re-enacted by the Bills of Sale Act of 1878, which was almost on all fours with the 1854 Act. Other developments led to the passage of the Sales Act in 1882. The Amendment Act 1882 had another purpose. The 1878 Act led to an increase in the use of safety laws.
